Officers arrived to the store on Deacon Road at around 9:30 a.m. to wake up Charles Jessup, who was found on the ground, according to the Stafford County Sheriff's Office.
When Jessup woke up, his eyes rolled back, he slurred his speech, and he was unstable on his feet, officials said.
Officers noticed Jessup was clearly under the influence, and also found items near his car that indicated drug use, police reported.
While searching Jessup's car, officers found, multiple weapons, including a knife and a sickle, and drugs, officials said.
Though he refused to take a blood test, he was charged with two county of possession of a controlled substance, two counts of carrying a concealed weapon, and other related offenses, according to police.
He was held at Rappahannock Regional Jail without bond.
